Moodlerooms, Inc., proven provider of enterprise e-learning solutions has expanded its leadership team by securing personnel with deep experience and an established history of developing and supporting innovative technology to overcome education’s toughest challenges.


With over two decades of experience in software and technology-related financial management, Todd Frager joins Moodlerooms as Chief Financial Officer. Prior to joining Moodlerooms, Todd engineered the acquisition of Spectrum K12, a Baltimore based special education enterprise software business, to Scantron a worldwide leader in assessment and testing technologies. Todd will play an instrumental role in operational and strategic financial management of Moodlerooms as the company evolves its flagship e-Learning platform, joule®, and other enterprise solutions.


To provide executive leadership to Moodlerooms’ innovation efforts, David Mills has joined the company as Chief Technology Officer. Prior to Moodlerooms, David was the co-founder and developer of ANGEL Learning, one of the most popular and pervasively used learning management platforms in the U.S. David will lead all Moodlerooms research and development functions and long term product innovation. Over the past two decades, Mills has pioneered major advances in LMS research and development, producing the first large-scale, enterprise CMS, integrated learning portal, application of intelligent agents and sharable content repositories.


Mills’ former colleague, Phillip Miller, also joins Moodlerooms as Vice President, Products and Strategy, where he leads product strategy and management for joule® and new product development. Phillip was formerly ANGEL Learning’s lead Product Manager and Senior Solutions Architect and brings to Moodlerooms over 12 years of experience leading creative initiatives to develop agile and intuitive Web applications.
