Marten Roorda

Former CEO, ACT

Marten Roorda is a pioneer in educational technology, leading innovations in computer-based testing, e-learning and adaptive learning since 2000. Marten Roorda is now Chief Measurement and Learning Officer at AI-in-education company Riiid Labs after joining them in 2020.


He has been the Chief Executive Officer of ACT from 2015 to 2020. ACT, headquartered in Iowa City, Iowa, is a global leader in college and career readiness assessment and enrollment services, and, under Marten’s transformational leadership, has taken the lead in technologies for personalized learning, learning analytics, and dynamic learning content. Before joining ACT, Marten has been the CEO of Cito for thirteen years, an international organization in educational measurement, based in the Netherlands. Prior to working at Cito, he held several management positions in the publishing industry, at VNU and Reed Elsevier, after being a reporter and editor for many years.


He has a master’s degree in literature from Utrecht University. Marten shared his future vision during a keynote speech for the Association of Test Publishers in 2004, predicting the trends in assessment and learning that now have become mainstream. In 2007 he co-founded Kryterion, the first company in the world to offer online proctoring.


Marten has been a member of the Board of Directors of the Association of Test Publishers for ten years and was its Chair in 2010. In 2016 he received the Professional Contributions and Service to Testing Award of the ATP. He has served on the Board of Directors of IMS Global and on its executive committee, and, briefly, as their interim chair. Marten has been a member of the advisory board of the Reach Higher Initiative, chaired by Michelle Obama.
